Huge utility and great anti-healing is what Gilgamesh a beast as commander and also the setup of an Archery, Conquering and Skill tree commander is new to Rise of Kingdoms. Below I have some good builds and more useful information about him that will give you the best blueprint for building and using him.
Gilgamesh’s strongest things are the open field and also rallying cities and objectives. I’d even say he is one of the best commanders in the open field and also for rallying.

When you star up Gilgamesh, you also unlock a new skill. This helps you fine-tune in what order you want to upgrade your skills as not all skills are equally good for him. This helps to invest your sculptures more reasonably to get the biggest bang for your buck.
As with every legendary commander in Rise of Kingdoms, you want to max out Gilgamesh’s 1st skill before you take him higher. His primary role is deglecting healing and the higher that debuff from his primary skill stacks up, the better.
At 2-Star you also want to max out his 2nd skill. It’s a flat buff on health (and you know that this is the strongest stat in Rise of Kingdoms). The extra damage buff for archer units is nice but you’re after the health bonus buff here!
I’d skip the 3rd skill and go after maxing the 4th skill unless you’re using him to rally. For open field, the 3rd skill is completely useless so the 4th skill is what you’re after.
From here you should expertise him (if that’s your plan with him and if you plan to rally with him, otherwise just leave him at 5-5-1-5).
Gilgamesh is about archers. Some commanders have a certain unit type favored but the skill tree plus most skills of Gilgamesh favor archer units so you should run as many of them as possible.
Best Commander Pairing
With Gilgamesh you will have some interesting options if you’re using him as the primary commander. In general, you want to have commanders that don’t hit their primary skill that often or have a rage engine going on as you want her to stack her poison up as much as possible before using the active skill.
|With Nebuchadnezzar you have the perfect rally pairing to be honest. Their synergy is simply amazing. You could potentially use Ramesses as well but I see some counter-synergies here that won’t make it perfect.||With Cyrus you will gain a crazy rage engine and instant procc damage and AoE damage that works really well with Gilgamesh, also with the extra march speed. Nebuchadnezzar is also a nice pair with nice single and area damage. Also YSG is a nice addition for him.||Whatever you feel like.|

Best Gilgamesh Builds
I have 2 different builds here for Gilgamesh that make sense, one for conquering/open field that is balanced between rage engine, march speed and tankiness and one that focus on the skill tree with gaining rage as fast as possible and rolling your primary skill so much that it will apply that health debuff pretty much straight through the full battle.
Open Field & Conquering Build
For using Gilgamesh in the open field I recommend you to run this talent build here:
Here’s the best order how to build this setup:
Skill Tree is obviously the first step when creating this build and Rejuvenate is your first goal here because it will give such a nice extra rage that Gilgamesh can use so much. I think that’s the biggest bang for your buck early.
Archery Tree will now be your next step and there you should go after Venomous Sting as you will pick up several useful boosts for your army, but the primary thing here is to pick up the 18% extra march speed that will be really useful for open field.
From here go to Whistling Arrows in the Archery Tree at the minimal invest.
Conquering Tree will be your last points with going after Buckler Shield to decrease the counterattack damage before spending the last points into Heraldic Shield and Tactical Mastery in the Skill Tree and Full Quiver in the Archery Tree.
Skill Tree Build
This setup will apply the maximum extra rage to keep your primary skill rolling all the time and keep the health debuff active on the enemy:

Skill Tree is obviously the first step when creating this build and Rejuvenate is your first goal here because it will give Gilgamesh a rage engine. You’ll get extra rage when any skill is used, makes skills roll faster and give more of that extra rage faster.
Archery Tree is the next step with Venomous Sting. It just gives many general benefits that you shouldn’t neglect for the extra rage now as the skill tree is all about skill damage (what Gilgamesh doesn’t have that much) and extra rage.
Back to the Skill Tree you can now go for Feral Nature and the rage engine is ON, you will roll your primary skill so much that there’s no way the enemy will be one second without that debuff anymore (basically 30% of his power is gone).
Last picks are then Razor Sharp and Full Quiver for some extra stats and you’re done with this build. Really fun, but I still think the above one is better for open field with the tankiness of the Conquering Tree.
