There are load of heroes in Top War and I bet you’re not sure what hero you should spend your books and universal shards on, right?
Well, it can be really tough to prioritize the heroes when it comes to their versatility so I did that for you. Below you will find my tier list where I ranked all heroes based on their stats, their rarity, how strong their skill is and some more factors to give you a good indication what heroes are worth leveling and staring up in Top War and which ones not that much.
Best Heroes Tier List
Alright, before we jump right into the list I want to give some short annotations:
- This list is based on my personal opinion as well as on stats, so rather take this list as an indication and not as a fool-proof priority list you should work through from top to bottom.
- Rarity matters a lot in Top War because SSR rarity heroes can simply take more units into battle. That’s a huge advantage. Also, SSR heroes have a lot better stats overall.

Then let’s just jump into the tier list of heroes:
Search:
- MaximoS+Pro: beyond broken good, I mean he-needs-to-be-fixed good. His buffs are just crazy and will make air force units of any kind go through the roof. Great on offense, great on defense and pretty much everywhere in the game.Con: expensive paid hero and there are chances for him to get fixed, nullified by another upcoming new hero or replaced by a better hero with every update.
- SelinaS+Pro: great buffs, especially for the back row and works great on offense as well as on defenseCon: not in the free rotation and expensive to upgrade and only works well on airforce
- ServalS+Pro: great buffs and stacks, make the above heroes even more skyrocketingCon: not really a con, but also broken and plays along in the meta of Selina and Maximo. I personally think they will make players invest money heavily to run them and then bring new heroes at one point to nullify them (only my gut-feeling). Don't invest as small spender here.
- ErinyesS+Pro: just broken-strong 5-Star and overall insane damage output and boostingCon: like the other S+ heroes here, don't invest unless you invest quite some money into the game, those heroes are meta-shaping and unless you're willing to invest into max and whale, you're wasting your money here. F2P don't even think about her...
- Kum & HazelS+Pro: crazy buffs, just insane and is part of the strongest air force march right out of the boxCon: expensive
- BrynhildrSPro: Really goodCon: Slightly better than Megatron so if you have him built you might, unless you really want to spend a lot, not neccessarily invest here
- MegatronSPro: can apply vulnerability himself and combined with others that apply that will be a really viable hero + works on airforce and army setups well and is a very good on offenseCon: well, the obviously limited event(s) to get him...
- NemoSPro: silence mechanic can turn games and even work well against Maximo, can be used on offense and defense wellCon: can be squishy at times with rng dependency
- YuuSPro: s faster than Akatora and more frequent infernal attacks and stacks the enemy attack debuff. Good on offense as well as on defenseCon: only works for navy setups as she only buffs navy troops
- PreycisSPro: can target back row and bring them down a lot quicker than any other. Good on offense as well as on defenseCon: front row triggers skill which makes it sometimes kind of odd in battles. Also no boosts, but that's complaining on a high scale
- Shinji IkariSPro: works in every branch and every march as none of his kit is specific to any branch. He's basically a plug-and-play hero that you can use with every march for his huge indestructible ability in the first 2 rounds, also impressive stats.Con: limited-time hero from the collab event and expensive
- Rei AyanamiSPro: works in a couple of navy marches well and can be a better placement than Seaspray. Triggers her skill a lot and if combined right will get a ton of bang.Con: if you replace Seaspray with her it's a high investment for a small improvement
- KotiyaSPro: with her great buffs and her mechanics she is one of the best heroes and used in the meta marches for navyCon: she'll be more like a whale invest
- LaylaSPro: works similar to Shinji but has a non-stacking enemy attack debuff that holds for 2 rounds so a little more defensiveCon: in a march with her you kind-of have to replace a hero like Kotiya to not waste Erinyes's effect, which kind-of-hurts
- BarbieSPro: Can be a replacement for Maximo or Shinji for airforce but why invest here when the others are so powerful? She is good for airforce, no question (read con below)....Con: ... but why invest in her if she is not a valid full replacement? If you lack Maximo, Kum & Hazel or Shinji, you can still go for her.
- StromoySInfo: She is a crazy buffer but you need to have the team setup with Layla and Crimson to make her buffs apply properly. I rank her high as she has great potential but her cases are limited so please mind this - she is not a universal hero in TopWar!
- Gipsy DangerA+Pro: A very universal hero that boosts attack and the beginning of the battle and goes very well with army and with navy. Can be a replacement or substitution for Kotiya.Con: Limited Crossover Event hero that forco to invest when he's available
- SeasprayA+Pro: basically a version of Nereid with much more defensive capabilities and will replace her in the meta soonCon: debatable investment if you have invested in Nereid already, I would only invest in one of them
- NereidA+Pro: great on defense and in her overall kit helpful, with a crazy skill and higher damage potential than AkatoraCon: relies on proc chance that can add some rng to it
- SakerA+Pro: provides HP for the whole team and can be seen as the more defensive counterpart of MegatronCon: low trigger rate and eventually bugged ignite effect (description doesn't have it, but he adds it)
- CromwellA+Pro: outstanding damage with the splash ability and best rage generation. Helpful against Maximo.Con: new hero and therefore huge invest 'only' for being slightly better than Megatron on offense
- Striker EurekaA+Info: practically a replacement if you don't have Optimus Prime. Comaprable to Shinji but not as hard-hitting but with some support
- BradyA+I had a pretty rough time ranking him, tbh. He is a great buffer and as Level 5 even better than Hzael Level 7, but although the buff sounds incredibly high, it is more a hero that will dominate the meta on newer servers as older servers really aren't that impressed by those numbers and the whole mechanics have some pitfalls, espcially when you can't combine him with a Shinji. So, looks great, works nice but is not the ruler for everything and if you're on an older server probably not worth the invest to replace Hazel if you have fully invested in her.
- Optimus PrimeA+Pro: combined with right heroes gets a good boost, useful for PvP and PvE for defensive situations. His Exclusive LVL 7 is insaneCon: high invest, especially that you will practically need the Exclusive LVL 7 to run him properly
- SpringfieldA+Pro: works really well in a defensive army setupCon: not an attacking hero, so investing just for a defensive setup is questionable
- Crimson TyphoonA+Pro: can deal a ton of damage as long as you pair him up with a hero that provides Abonormal StatusCon: event hero so limited to build and get and impossible for F2P
- MaplelynA+Pro: Good hero (if you don't have Crimson)Con: I'd like to start writing an essay here about the recent hero design that the devs have taken that I really don't understand. Why not make more clean hero design?
- BailosA+Pro: really high damage and great for offenseCon: not packing the huge punch to make it to the higher tier. I don't want to find something negative just to have something negative here. She's good, but not op and not that great on defense
- AyaA+Pro: great skill with a shield for the front row and additional damage blasts from backlineCon: buffs primarily air force which is not that universally applicable
- StarscreamA+Pro: can be a more offensive replacement for Aya in airforce marchesCon: buffs primarily air force which is not that universal applicable and needs to be unlocked in the limited Transformer events
- KatushyaA+Pro: great damage and can even hold up well with paid heroes of the army type + Free2Play!Con: falls off behind the recently released new heroes, they are simply too strong to keep up with
- PolikAPro: a good defensive hero and one that relies on having a strong frontline that keeps him secureCon: Although he's solid he doesn#t stick out anywhere. A good defensive pair with Springfield but do you really want to invest that much for a defensive combo?
- AmaliaAPro: crazy extra drops from her Treasure Compass skill, boosts your progress a ton + amazing attack buff for al unitsCon: expensive paid hero
- Tian MuAPro: hidden exclusive skill effect that boosts damage of air force VS air force, hero bond value and also Free2PlayCon: only effective against air force
- BasselAPro: not special but his skill damage boost for navy units is quite strongCon: nothing really outstanding anywhere
- BradleyAPro: great for your army HP, decent damage when skilled up and and hidden exclusive skill effects army damageCon: not sure if that's really worth the investment looking at the new heroes that have been released recently...
- VioletAPro: nice extra damage skill that boosts overall damage up with herCon: skill only affects navy units
- GhostAPro: insane march speed increase and exclusive skill turns him into an executioner with a good bunch of other treatsCon: buggy released and not on all servers, weaker version of Katushya
- TsuruAPro: nice flat AoE damage skillCon: nothing in particular, she's just not outstanding anywhere
- AkatoraAPro: still a powerful and viable optionCon: not in the free rotation and expensive to upgrade, needs all attack perks maxed and exclusive skill to be worth it and with all the newer heroes he falls slowly out of the meta.
- BellevueAPro: eally strong (if looking at it F2P-wise even the best) navy SSR rarity heroes when upgraded well, nice damage output and skill damage and quite easy to levelCon: can be squishy and requires high exclusive skill to be leveled or her damage is not that great
- VilliersAPro: great attack buff for all unit types and damage reduce buff even working when not deployed. 50 min total per day!Con: not an active hero that makes the difference
- NimitzAPro: good allround damage navy hero and can even hold up with paid heroes of the navy type, F2P and quite easy to level, especially compared to paid heroesCon: the newer heroes released recently are simply so much stronger that he will slowly decrease in overall viablility in Top War.
- CranstonAPro: great buffing heroCon: If you have Bradley already, you can skip him honestly as Bradley is better
- RockfieldB+Pro: great counter to enemies with attack speed advantage, especially navy and a good option for SVS Warzone; also F2PCon: exclusive skill reduces damage to higher-level units
- MeridaB+Pro: can put Sand Table in chaos mode to make them miss by 50% + hidden exclusive skill effect that improves navy training speed by a lotCon: not really viable for anything else
- 914B+Pro: useful burst damage capabilities and ignite proccs can boost damage well. Nearly guaranteed damage and a great counter to attacking enemies that are defending with an attack speed advantageCon: not easy to level and not cheap to get/level
- DanteBPro: on defense his skill also applies to navy and army unitsCon: skill only affects air force is not beginner friendly and there are actually many better options on the table after early-game
- BenBPro: nice buff for army troops and the shield against one attack is really strong and can change battles aroundCon: not easy to level and not cheap to get/level and by the time you can, you have way better options (see the tiers above). Wouldn't invest in him but is not a crime using him if you already have done that
- Cherno AlphaBPro: nice buffing mechanicsCon: just doesn't do anything impressive and is mediocre in prettty much all setups
- MeiBPro: hard to rank as she is technically comparable to Optimus PrimeCon: the way she's introduced and how I believe she will fall out of the meta makes me rank her here. Not a good invest for me, tbh.
- Kaworu NagisaBInfo: Not a hero you will use in battle, he is decorative that provides passive buffs even when not deployed
- PiedmontBPro: absolutely solid stats and skills and skills can be affected by all troopsCon: require skill to procc, so a little rng heavy hero + can't do anything that the heroes in higher tiers can't
- BellBPro: nice burst damage against one enemy when skill proccs + great for defense with her enemy DMG reduce debuffCon: require skill to procc, so a little rng heavy hero + can't do anything that the heroes in higher tiers can't
- SilenceBPro: good damage and can be used with all unit typesCon: damage can be RNG heavy + can't do anything that the heroes in higher tiers can't
- Coyote TangoBPro: You can pay to get a 5-Star hero unlocked during the event.Con: The only reason to get him is if you are lacking of well-built heroes for filling yur marches. He's not good at anything and won't be a valid hero compared to the others so ONLY get him if you are one solid-built hero short for your marches....
- Shaquile O'NealC+Pro: passive (not need to be in battle) stats buff of 5% hitpoints and 5% attack when 5-StarCon: statstick and not useful in battle, simply decor hero and I doubt we need to talk about how much Shaq fits into the game setting of war... a P2W stat-stick, nothing else.
- Comedy ConsortiumC+Pro: passive (not need to be in battle) HP buffCon: dumbest hero design so far in Top War (and we had bad ones before, for sure), useless in battle, passive boost forces all whales etc. to buy it
- DianaC+Pro: amazing for leveling, reduces VIT costs of all dark forces and refugee camp attacks and not required to upgrade to full stars to work greatCon: not useful later
- ScaramangeC+Pro: great for the instant Valhalla units every day, even when not leveled up muchCon: not useful active hero
- GansoC+Pro: his gathering speed is increased as hidden effect on his exclusive skill and he's free from the login calender when you start playing Top WarCon: no active hero to use for battle
- Lady ZizakC+Pro: hidden exclusive skill effect that improves air force training speed by a lotCon: not really useful for active battle
- TywinC+Pro: increased gathering speed as hidden effect on his exclusive skill + good world boss damageCon: not really useful for active battle
- KuruzoC+Pro: great for the instant troops every day, even when not leveled up muchCon: not useful active hero
- LancesterC+Pro: Odinium gather speed increase and hanger capacity increase + 50 free fast repairs for Valhalla units a dayCon: fast repairs only air force only
- Li HongyuCPro: You can get her early for 3000 Gems that you have earned back a couple of days later. For that, she's a good starting heroCon: Not useful after early game
- RamboCPro: easy to get and to upgrade, good secondary hero, especially with Katsuhya with army type + can be used as gathering hero with gathering perksCon: epic so not useful later
- ArceeD+Pro: actually nothingCon: outstanding lack of overall damage so not even her boosts can make up for that and minor attack boost only affects front row, not worth investing at all

Fahed should not be a C rank. Even though they are RNG heavy. When perked, skilled properly and high lvl exclusive skill they are one of the top defensive heros for army.

I actually think you have a lot of decent info here. You fail to mention a few important things… first of all what the letters mean. What is S? Superior? Is E excellent? I can guess ABC. Also I feel like you must not own Amalia… I wonder if you realize she’s more than just for dropping boxes. 🤔.
