Skill Order

When you star up Flavius, you also unlock a new skill. This helps you fine-tune in what order you want to upgrade the skills of your commander as not all skills are equally good and worth maxing or worth maxing first (in general) – this helps to invest your sculptures more reasonably to get the biggest bang for your buck.

As with every legendary commander, you want to max out his active skill first but actually all his skills are amazing and if you use him as the garrison captain (and that’s what he’s designed for), you really want to expertise him so any skill order here is in between theorycraft ad micro-managing. If you’re desperately in need you want to unlock all his skills first as each one on Level 1 has already a great impact – but again, your goal with Flavius is to expertise him before actually using him.

Best Troops

He cares a lot about infantry so take as much as you can if you use him as the garrison captain, espcially with the talent build you see below.

Best Commander Pairing for Flavius

Zenobia is an amazing primary commander to pair Flavius up with with a ton of buffs and counterattack damage if you use them in structures (not your city!). Find the talent builds for Zenobia here.
Scipio Africanus (Prime) is a viable pairing for open field, dealing tons of damage but you should not use this without minding that they are a glass-cannon without defensive capabilities. Find the talent builds for Scipio Africanus (Prime) here.
Harald Sigurdsson is also a pairing you can take to the open field as they will deal incredible amount of counterattack damage plus generate a ton of extra rage. Not as much damage as pairing him up with Scipio, though. Find the talent builds for Harald Sigurdsson here.
Guan Yu also pairs up well with Flavius in the open field but you want to use Guan Yu as the primary commander. Find the talent builds for Guan Yu here.

Best Equipment

In terms of equipment, here’s what I recommend to use as the route for Flavius:
Infantry doesn’t have a favored gear set that you should go for in general, but I recommend aiming to equip this commander with Windswept items as basic equipment and then start aiming for Witch’s Lineage, Quinn’s Soul, Gatekeeper’s Shield, Seth,s Brutality, Kuruak’s Humility and Frost Treads when you gear it towards max

Ring of Doom increases his damage when you run him as Garrison Captain or in a Pass. If you use Flavius for a flag, though, Greatest glory and Vengeance are valid choices as well.
Horn of Fury just keeps his rage generation high steadil and helps him cycling through his active skill more frequently, so I wouldn’t use any other accessory for her instead of the horn.

Best Builds For Flavius

Below you will find the talent tree builds for Flavius that make sense when running as the primary commander in any march in Rise of Kingdoms. Please also refer to the description below each talent tree as I explain a general route on how you should spend your talents there + some additional background for each talent build that I very likely will appreciate.

This is the talent build I use him with and I think, although some talent points might be debatable without chaning much of the outcome, that’s the one you want to use defensively with Flavius when you run him as the primary commander. He does well in a number of pairings where he’s the secondary commander, though.

The main idea behind this talent setup is to make Flavius generate as much rage as possible to cycle through his active skill that deals a ton of damage. And in the Skill Tree you have exactly that with Rejuvenate and Feral Nature. They will generate more rage with skills and make Falvius use his skill more frequently and that will make the extra rage come in more frequently.

The leftover points can be put into the other tree for useful stats like health at the end, but going into Feral Nature as you can see in the image should be your priority.
