Cleopatra has only one real purpose in Rise of Kingdoms and that’s gathering – I know many people say she’s not worth it because it’s hard to level her up just to get a gathering commander but you’re looking for a build and that tells me that you are interested in leveling her up, right? 😉
So, real talk, gathering is Cleopatra’s main objective and you should really not do anything else with her and the reasons why you level her up are neither mine or anyone else’s business.
Cleopatra is a gathering commander (and although there are some small niche uses like using her as a healing engine in swarm rallies), she should be exactly that for you.
This is the skill order that I recommend with her:
Just to clarify, I wouldn’t recommend 95% of the players reading this taking her higher than 3 star for the 3rd skill unless you have her sculptures available. Do NOT use any universal sculptures on Cleopatra!
Ideally you want to star her up to 2-Star before investing in her skills, with the hope to land as many Skill Levels in her 2nd skill that will boost your gathering speed a lot. The 3rd skill should then be your next priority so take her to 3-Star and hope to max our the 3rd skill without landing too much on her primary skill.
This is what you would do to use Cleopatra as gathering commander. There’s not much use in prepping her when she get caught, you will lose that battle.
Take all troops for gathering, but actually siege troops have the biggest capacity so you want to prioritize them.
Best Commander Pairing
I’ll be honest here, pair her with whatever commander you want to take. You might get small benefits here and there in case of getting attacked but normally you’ll not going to dominate this situation unless you’re trolling.
There’s no commander that has a skill that will give you a big boost so use what you want with Cleopatra.

Here’s the build that you should get with her:
(I’ve created this with Joan of Arc as RoKTalent Builder hasn’t Cleopatra but both of them share the same talent trees so it’s only the icon in the middle that’s different)
So, interesting here is the order in which you spend the talent points as I assume that you haven’t leveled her up to max level (and actually there’s no real rason to take her higher than Level 40).
Here are the levels that make most sense:
Cleopatra Level 10
Get Gathering Mastery for Gold and Stone first, stone is her best resource to gather so buffing it makes most sense here.
Cleopatra Level 20
Now get Gathering mastery for the other resoruces (Food and Wood) and also March Speed (All Troops) in the middle, extra march speed is really useful when you gather to make farming times lower and also to get away when someone is chasing you in the open field when traveling.
Cleopatra Level 27
Make your way over to The More The Better to get the 6% flat increase of gathered resources for the same time invest when leaving a gathering node.
Cleopatra Level 37
Get Armed Convoy to unlock Superior Tools. Superior Tools is the talent you want to get to gather 25% faster which makes her a lot more effective while gathering
Cleopatra Level 40
Now you can get Modified Axle to increase the march speed for siege units significantly. You should always use only siege units to gather and with this talent, you will be so fast on the map that nobody will catch you.
Cleopatra Level 40+
I wouldn’t recommend to level Cleopatra any higher than that but if you did – maybe you got some additional sculptures – you can start spending your talent points in the other trees.
I’d get Charge in the Integration Tree now because this can help you get away when you get attacked and is really useful in several cases. Also, there’s a march speed talent behind that that is also useful for even more march speed.
Then go into the Support Tree and get Hasty Departure. This will not only give you an insane boost, it is also useful to use resource nodes if you flee from another army when reaching them and then boosting your march speed so much that the other army can’t get you. With all the march speed you have and Hasty Departure, there’s no real army in the world that can catch you now.
If you still have talent points left you can make your way towards Rejuvenate. Rejuvenate isn’t useful for Cleopatra but the talent node in front of that has also march speed that I would take.
The rest of the points would go into talents that will increase defense or health but actually none of them are any big thing from here.
