Best Troops
Take all troops for gathering, but actually siege troops have the biggest capacity so you want to prioritize them.
Best Commander Pairing for Cleopatra
Wu Zetian Pair her with whatever commander you want to take. You might get small benefits here and there in case of getting attacked but normally you’ll not going to sominate this situation unless you’re trolling. There’s no commander that has a skill that will give you a big boost so use what you want with Cleopatra (See full build here).

Best Talent Tree Builds For Cleopatra
Below you will find the talent tree builds for Cleopatra that make sense when running as the primary commander in any march in Rise of Kingdoms. Please also refer to the description below each talent tree as I explain a general route on how you should spend your talents there + some additional background for each talent build that I very likely will appreciate.

Cleopatra is about gathering stone so this is a talent build that you could use very early with him to increase the amount of food he gathers.

So, interesting here is the order in which you spend the talent points as I assume that you haven’t leveled her up to max level (and actually there’s no real rason to take her higher than Level 40).
Here are the levels that make most sense:
Cleopatra Level 10
Get Gathering Mastery for Gold and Stone first, stone is her best resource to gather so buffing it makes most sense here.
Cleopatra Level 20
Now get Gathering mastery for the other resoruces (Food and Wood) and also March Speed (All Troops) in the middle, extra march speed is really useful when you gather to make farming times lower and also to get away when someone is chasing you in the open field when traveling.
Cleopatra Level 27
Make your way over to The More The Better to get the 6% flat increase of gathered resources for the same time invest when leaving a gathering node.
Cleopatra Level 37
Get Armed Convoy to unlock Superior Tools. Superior Tools is the talent you want to get to gather 25% faster which makes her a lot more effective while gathering
Cleopatra Level 40
Now you can get Modified Axle to increase the march speed for siege units significantly. You should always use only siege units to gather and with this talent, you will be so fast on the map that nobody will catch you.
Cleopatra Level 40+
I wouldn’t recommend to level Cleopatra any higher than that but if you did – maybe you got some additional sculptures – you can start spending your talent points in the other trees.
I’d get Charge in the Integration Tree now because this can help you get away when you get attacked and is really useful in several cases. Also, there’s a march speed talent behind that that is also useful for even more march speed.
Then go into the Support Tree and get Hasty Departure. This will not only give you an insane boost, it is also useful to use resource nodes if you flee from another army when reaching them and then boosting your march speed so much that the other army can’t get you. With all the march speed you have and Hasty Departure, there’s no real army in the world that can catch you now.
If you still have talent points left you can make your way towards Rejuvenate. Rejuvenate isn’t useful for Cleopatra but the talent node in front of that has also march speed that I would take.
The rest of the points would go into talents that will increase defense or health but actually none of them are any big thing from here.
Best Formation + Armaments
Formation and Armaments are supposed to work perfectly with your commanders kit or you will find yourself very quickly in a disadvantage on the battlefield – and with so many variations it can be tough to stay on top. Here is what the works best in today’s meta:
