Best Troops
His kit favors different troops types and since you would only use him to defend your city, you have those troop types active. Everything else is just nonsense honestly (I saw some funky stuff niche usage on him here and there that left me speechless for the future of humanity). Let’s not overthing here and keep him in his role – the only players that should build Lapulapu are the ones that need something to not get their city rallied frequently and can affort to build this commander that is only designed for that.
Best Commander Pairing for Lapulapu
Heraclius is the best option with Lapulapu to defend your city and use the one that is higher built as the primary commander. If both are the same, I recommend Heraclius (See full build here).
Gorgo is the partner in crime for denfending passes and stronghold with Lapulapu, also here I would probably rather take Gorgo primary if both commanders are at the same level (See full build here).
Dido is possible although you miss out on some bonus with all archers but her ability to reduce all damage taken reduction makes it worth it (See full build here).
