Phobos Glyph & Skin Priority – Hero Wars Mobile Version
For the Mobile version of Phobos you have a slightly different order as the skins and stats are different from the browser version, but with the Stellar and Illusionist two skins that fit his primary kit really well and the default skin buffs his primary stats, which is also great.

For the Browser version of Phobos you should take penetration and attack first and use the order pretty much like this. Alls skins are useful so no worries to go wrong.
