Tundrahoof can become immune to anything for a limited time and target the two weakest enemies and has the possibiity to even deal damage based on their max HP, so he can situationally be a very valuable hero to execute and snipe enemies.
Talents
Agressor’s Price is a good talent choice with Tundrahoof for the fact that you want to roll his skill as frequently as possible (espcially with the reduced cooldown when the condition triggers), gaining immunity for most time and dealing percentage damage to the enemies with the least health.

Insignias
Winged Rebirth gives Tundrahoof the ability to revive and keep going, which seems to be the best choice to run for his insignia as you can keep his effect active more frequently – and the later it gets the higher the possibility that the enemies he targets are in the health range required to trigger his special treats of his active skill.

Bold Ambition in general makes him gain attack speed so his kit keeps rolling more frequently. I personally don’t like adding more sustian here as you won#t get much out of it and having him run his active skill is a bigger bang for your buck.
