As garrison troop types isn’t something he actually cares all too much about (depending where you use him). Ideally you want as much infantry with you as possible because of his 2nd skill, though
Best Commander Pairing for Tokugawa Ieyasu
Gorgo for mixed garrison you for sure want to pair him up with Gorgo and you will have quite a nice setup going on that will be hard to crack (See full build here).
