Each strategy officer you have appointed in Age of Origins has their own unique skills but you can add additional officer skills that will apply to your fleets, like general combat traits – and those boosts make quite a difference where you are in the game.

Strategy Officer Skills Overview in Age of Origins
Strategy officers in Age of Origins offer fleet-target traits, such as capacity, mobility and recruitment bonuses. Picking the right ones heavily depends where you are in the game so please check the correct overview below
Early Game Strategy Officer Skills
Early in the game you have a few things you want to improve, which is generally speaken your recruitment speed as you have to recruit 24/7 and then also improve the recovering time when your fleets return so you can send them out nonstop against monsters. I personally am not the biggest fan of getting extra XP against monsters but it can help if you don’t have anything else available
Also here you will very unlikely have many high-star officers to appoint so the slots are quite limited you can pick.
Progressed Strategy Officer Skills
The general order here stays as recruitment is super important, speed as well and more mobility is also always useful. But as you have here more options in terms of skills and your appointed strategy officers can use more skills, there is some more that I like to add.
Endgame Strategy Officer Skills
Here you go pretty much from the mid game and improve. Fleet speed, recruitment bonus are always important and you can add some healing benefits to get your fleet back on track quicker. I would, however, put Fleet Bonus in the highest priority as fleet size is everything in endgame and Age of Origins.
