The cool part about him is that all his effects are based on target in percentage so he can scale pretty naturally. You should get his Exclusive Level 3 to get his chance to Freeze.
Best Gear & Stats for Jarvis
Those are the main set items where you always equip 2 items per set (or maybe 4) to get the main set bonus. The more complex part are the substats as each gear item and artifact will get random substats that can be great or not. For that reason I have here also the priority of substats that you should look for at the gear items for Jarvis.
Sub-Stat Priority
