The recommended emblem build recommendations you can find in the game are quite generic, here is the emblem build that I recommend:

Dakota Exclusive Weapon
Her Exclusive can be a topic for hours of debating, but the essence here is that buffing allies with her Level 1 and Level 3 Exlcusive is nice, but also not a game-changer. With her Level 2 Exlcusive, however, you can bring back your whole team with Dakota but it has the little but important trigger than Dakota needs to be the last hero standing, what I find often enough not the case as she simply hasn’t the sustain to survive other durable heroes well enough to make it work. The way she deals damage and suppresses targets with her Poison works well enough without so if you’re on the edge if you should invest or not, you can run her as the great Poison damage dealer she is even without her Exlcusive.
Best Gear & Stats for Dakota
Those are the main set items where you always equip 2 items per set (or maybe 4) to get the main set bonus. The more complex part are the substats as each gear item and artifact will get random substats that can be great or not. Please mind since Spirit Beasts are used for the whole team, what I did is test them with typical heroes that you would pair Dakota with and then test the Spirit Beasts. This, of course, makes this a more general test to see what typically will work well and if you use your team you still want to test multiple ones to see which one actually works best for YOUR lineup; this is more like a advice which Spirit Beasts typically will work well:
