There are a couple of things to mind when building Qi Lanting in Sea of Conquest to work well in your formations, what ship parts to use, what ships to use with, what stats you need on your ship parts and also what other heroes to pair with.

Demise Proclamation will also let you not get the captain bonus rage but still a massive artillery damage boost that works. Withered Heart will also let you not get the captain bonus rage but still a massive artillery damage boost that works.
Best Hero Pairing for Qi Lanting
Ophelia deals massive Artillery Damage to multiple targets but their passives also cross-synergize on Artillery Damage and using a ship and a hero like Oscar on them is just great (See full build here).
Chizuru is a tick stronger than Sharky on the First Mate position here if you build her and works really well with her (See full build here).
Sharky works well with Qi Lanting for the same reasons that Ophelia does. If you are in the comfortable spot that you have to choose between Ophelia and Sharky to put next to your Qi Lanting along Oscar, take Ophelia as she is just incredibly strong (See full build here).
Cursed Ed is always a possibility as he works with practically every hero, increasing all damage types and make the target take more damage, so why not swap him in as well? (See full build here).
Oscar absolutely is a hero you want to run on your ship along Qi Lanting as he will boost her damage output a lot and they have great synergy accross the board with each other. They are meant for the same position but that still works (See full build here).
Jango is only a rare hero but can work great with Qi Lanting along another Artillery Damage dealing hero as he will let Qi use her active skill that increases damage more frequently and the Artillery Damage dealer can use it more frequently to deal the damage they do (See full build here).
Best Ship Parts
Ship Parts in Sea of Conquest belong to different sets and have random stats on them and although you equip them on your ships, they need to compliment the heroes you*re using. So, when runngin Qi Lanting these are the sets you should aim for:

Is it possible to run Qi and Oscar on the same ship, when both are gunners?
Yes, but you going to miss out on some bonus there as one has to be in an off-position. Oscar still helps Qi, for sure, but as both are Gunners you can tell that they aren’t designed to run together in an optimal setup. Still, if you’re short on synergy heroes use Oscar in the off position if you have Qi decently upgraded until you have more heroes to run with her. At the end you have to try out and look at the report what setup deals more damage as I can’t tell what skill levels you have etc.
