Horn of Fury is overall the best choice for Justinian looking at the broad varieties of modes you can use him as primary commander and I’d take Horn of Fury in any of them without thinking much about it. If you use him for rally and you know you will get swarmed, Vengeance or Greates Glory can work well too as you will start dealing an incredible amount of counterattack damage and you can use your Horn of Fury on any other commander.Ring of Doom is just an incredible accessory to run as you have the chance to deal extra damage and this contributes so well with this commander, including counterattack damage. Just a damage-scaling equipment piece that will make a great impact here.
