The recommended emblem build recommendations you can find in the game are quite generic, here is the emblem build that I recommend:

Walter Exclusive Weapon
Walters bread-and-butter is Poison so make sure to apply it as much as possible (Effect Hit here to make sure when it triggers you can stack up poison) espcially since you will run him with a team that has synergies on Poison. His Exclusives are neither crazy game-changers nor mandatory for him to work as he is, in most teams, the enabler for poison synergy. You can run him without but all Exclusive Levels are helpful to trigger more poison layers (espcially against teams that run something that can cleanse them) and also increasing the damage dealt with poison. Again, his primary role is not dealing damage himself, he enables other poison effects so don’t go crazy on Mastery with him (more on that below at the substats).
Best Gear & Stats for Walter
Those are the main set items where you always equip 2 items per set (or maybe 4) to get the main set bonus. The more complex part are the substats as each gear item and artifact will get random substats that can be great or not. Please mind since Spirit Beasts are used for the whole team, what I did is test them with typical heroes that you would pair Walter with and then test the Spirit Beasts. This, of course, makes this a more general test to see what typically will work well and if you use your team you still want to test multiple ones to see which one actually works best for YOUR lineup; this is more like a advice which Spirit Beasts typically will work well:
