Once you finally leveld the Frigate up to Tier 10, this is where the real deal comes in:

Once your Intel Center is Level 4, you will start actually going for decent skills. If your Intel Center is NOT Level 4, yet, you will have to raise that and don’t keep any intel unless you have your Intel Center at Level 4! Now you only want S-Rank intel that are either Counter DMG, Global RES or Global HP. Even if they are A-Rank, do NOT keep them unless you haven’t locked any slots. I don’t want to show off the math here, but not keeping an A-Rank is a lot cheaper in the long run of filling it all with S-Rank intel than vice versa (who thought that this undergrad stochastics would pay off some day, haha)
Best Navigation for your Iron Bastion Ship Class
It’s very unlikely that you will get through the basic Navigation levels before you reach Level 60 and upgrade your class, so there is not much to mind here
