Here are the legendary heroes in DC Worlds Collide ranked. They are by design stronger for base stats, scalers and having 5 skills, but building is a lot harder and not all of them are worth building if you take effort versus usability
Epic Heroes
Here are the epic heroes in DC Worlds Collide ranked. They are the core for most players with 4 skills and a lot easier to build than legendary heroes but still viable enought o get you to the endgame content
Elite Heroes

I apologize if I misunderstood something, but in Firestorm, the information indicates that the best artifact is the Kronas Power Gauntlet; however, that item can only be equipped by Green Lanterns. Is there any way for him to equip it? Thanks for your time and for the help with the game.
No unfortunately we had a flag set at him that made that error possible. Really sorry for the confusion, you can’t equip the Gauntlet on him (probably for the better). We fixed this, thanks for letting is know
Crazy, has Hugo Strange ranked higher than Firestorm and Cheshire. Absolutely bonkers
Why did you not read the text next to it? I explain why I did that which is due to the high team-building ceiling needed for Firestorm and I don’t want new players to him S+ and think he carries without the strong legendaries you need for the team. I mean just like you did… look at list, see image, comment non-sense. Firestorm by himself without a proper team around him doesn’t do anything so please everyone reading this, Firestorm is only meta if you go crazy on the legendaries around his synergy and that makes Hugo Strange a lot stronger by himself and that is why he is ranked higher.
