On top of that, some heroes are amazing early and fall off later and other start blooming the further you build them exponentially and are mandatory later. There are several ones that are for sure worth building, but I think looking at the bigger picture below, you see exactly which ones will push you further in the game than you are right now and deserve all your focus.

Don’t mind the haters. I think your original list, albeit somewhat outdated on a few of them, was prettt spot on. Especially newer heroes. For example, I went for both Tomoe and that Kimoni chick at the same time during the event, and both at 9 stars, Tomoe has just sooo much more impact on the game. Many people didn’t get her to 10+, so she kinda fell down. But people are forgetting what a beast she is when compared to actual peers (same level, items, stars, etc.). Tomoe is good, but not nearly as much as some are presenting it as. I have a 12 star Elexia and also a 12 Star Skogul, and I can tell you Elexia is a slight bit more effective in allround use. Tomoe is 12 stars and although she does great dmg, is slow as hell. In pvp, IF she survices the first/second round, great. Otherwise… well, gg.
All said and done, mad respect for keeping the list updated. I always check new releases when they come out on here. Thanks!

I would definitely not follow this list to build a team. Look elsewhere
I’m sorry, but this list is kind of trash. Yes, the units you have at the top are good but you have so many A and B tiered units that should be S+, and I’m not sure but Darkflame is great but should probably be S. It just seems all over the place… and made by a person who hasn’t actually played these characters. Take Hamish for example, he’s ‘pretty good’ in PvP, but for bossing, he’s actually S++++!!! absolutely irreplaceable! If you’re going to put Moonshade high up then Jimbo has to be right there with her he straight up amplifies status damage and her’s can crit, if I’m not mistaken she makes other’s crit also but maybe I’m wrong about that, either way they are very good partners, so if one is good then so is the other. Hardly anyone in this game is universal really.
