Gramdi primarily want to apply his buffs and getting his Exclusive Level 1 and Level 2 are mandatory as they will make him so much more durable overall that he will appear almost useless to you without them so invest them and you will not regret it. At the end, his LEvel 3 is optional so I believe that is a reasonable invest.
