Best Troop Types
There is two ways here, if you take Tohar out on the map you obviously want to run magic units but if you garrison him, well, all troop types are by design there and make him still work great.
Best Hero Pairing for Tohar
Bertrand is the best and obvious pairing since this is how new heroes are designed when released and the reason they o so well together is that Tohar helps Bertrand gain his marks to blow off and they are insane together, with Tohar dealing continous damage that creates so many marks and Bertrand bursts. Open Field, stronghold, you name it they wreck together and are absolutely worth building together (See full build here).
Liliya can work with him but there are some words of caution as I don’t think both of them are good in the garrison and in the open field you leave a lot on the table when not using Bertrand as there are some single-area-damage differencies that make Lily just work better with a hero like Velyn (See full build here).
Velyn is pretty much the same as Liliya here with the kits not perfectly fitting together but still if you don’t have Bertrand you can think about pairing with Velyn and they will get along, just not perfectly fine (See full build here).

Best Builds For Tohar
Below you will find the talent tree builds for Tohar that make sense when running as the primary commander in any legion in Call of Dragons. Please also refer to the description below each talent tree as I explain a general route on how you should spend your talents there + some additional background for each talent build that I very likely will appreciate.
Using Tohar as primary commander of your legion means you pair him ideally with Bertreand or another magic hero that benefit from stacking buffs, which this talent tree does perfectly.
