The recommended emblem build recommendations you can find in the game are quite generic, here is the emblem build that I recommend:

Luna Exclusive Weapon

Luna is a healer that scales on her own HP, so getting her Level 2 Exclsuive is mandatory to make her the powerful hero she can be in Infinite Magicraid. The Level 3 is nice, no doubt, and also has a nice effect but not as mandatory for her kit to run smoothly and looking at the invest not for every player. If you can, take the level 3, of course, but make her Exclusive Level 2 your priority if you do (plan to) run Luna frequently.

Best Gear & Stats for Luna

Those are the main set items where you always equip 2 items per set (or maybe 4) to get the main set bonus.
